Since joining IISD as a consultant in 2011, Tom has contributed to IISD’s Geneva-based Global Subsidies Initiative. His research expertise and practical engagements focus on political economy and international economic law. Tom is mainly interested in resource valuation and regulation, the social dimension of economic globalization and the role of trade, investment and subsidy policies in sustainable development. Before joining the Global Subsidies Initiative as a project researcher in 2013, Tom served as a trade, energy and climate change consultant for projects commissioned by, among others, the OECD, IRENA, UNEP, OPEC, ICTSD, GIZ, Nestle and Greenpeace. In different capacities for IISD, Tom has been engaged in research, research coordination, policy analysis and project management. He has worked on institutional and policy reform related to fossil fuels, renewables, biofuels and nuclear energy.
Besides his work on sustainable development and resource valuation, Tom remains active as a legal advisor on the role of trade and third party obligations in occupation-related conflicts to several EU governments as well as non-governmental organizations in the EU, Latin America, Israel and the Palestinian Territory. Besides his advisory services, he has also published academically on the interaction between international law and international economics.
